EVALUATOR+

Pen System's highly popular Inspector+ software was originally conceived for use with “checklist” inspections in mind. After our second generation of software we upgraded Inspector+ with “Investigations” allowing for more conditional responses to be recorded as well as the inclusion of various lists and pop-ups to speed up the data capture procedure.

Investigations are more thorough than inspections, typically. They normally involve a Q&A procedure and many of the inspection results are modified by the responses to earlier questions.

Evaluations, however, are much like an investigation except they apply metrics. Scoring. Originally titled Evaluator+ (re-labelled "PenPAL™ in 2008*) it is possible to link a score to each section of an inspection and use actual numeric passing and failure conditions to an inspection.

EVALUATIONS

We normally see field evaluation occurring in industries which require benchmarking, comparisons or results between inspections and sites.

These kinds of inspections can include a wide spectrum of tasks; including:
Erosion control inspection, Food and Restaraunt inspections, Health inspection, NPDES activities, Water Conservation, Well inspection ..and more ..

For example, an inspector performing an evaluation-inspection will be following a series of questions on the handheld based on conditional responses; plus the responses are generating a score during the inspection process. “Did the dog bite the victim?” if "yes" the system might deduct 20 points, if "no" 10 points may be added and so on until the survey is complete and the final score is calculated.

Additionally, it is possible to break apart an investigation or inspection into sub-sections, and maximum and minimum scores can be set for each of the sections… failure conditions can be set up to conform to a wide variety of conditions – including automatic failure conditions.

Evaluators still need the features in Inspector+, such as scheduling, looking up history and properties, sketching, commenting and the looking up of Code – with the Evaluator+ upgrade for Inspector+ our clients can now expand their inspections to include logic.

UPGRADE INSPECTOR+

If you’re already a user of Inspector+, we can quickly upgrade your system to incorporate the new evaluations’ data structure. You will still be able to use and schedule your inspectors exactly the same way and they can still use all their current inspection types in the field with no changes.

New users can simply purchase PenPAL™ which incorporates all the features of an Inspector+ upgrade.

A new inspection class becomes available to you in Admin and allows the “builder” to incorporate scoring results and algorithms to questions. In the field the inspectors still see their schedules, the different evaluation inspections will function differently to the standard inspections, and hard copies are still defined the same way allowing reports to be written in the field on the scoring results.

It’s a little cheaper to purchase the PenPAL™ “suite” than to upgrade but oftentimes a client is unaware of the necessity for evaluation-type inspections: normally our customers are replacing an existing paper-based system which is checklist oriented.

QUANTIFIABLE

Using PenPAL™ it is possible to make an entirely new series of surveys during an inspection. Being able to assign scores and automatic failures to responses it is possible to put history and comparative data into the data-capture procedure, making an extremely useful tool later on for reporting.

Using the application a City could set up a series of ByLaw investigation reports on each inspector’s Palm unit with lookups of the City database for relevant fields as well as conduct the survey of conditions. Using Evaluator+ it is a simple procedure to display high-resolution results of an inspection and compare subtle variations and differences between inspections over time.

It’s not just restricted to cities, PenPAL™ opens a new world of inspection possibilities for a number of industries including Insurance, Health, Environmental, Welfare, Transportation and Maintenance.

IN THE FIELD, NOT THE OFFICE

Field personnel like working in the field, not the office. Keeping the workforce where they are needed most enriches their jobs, while returning good payback for City operations.

With Inspector+™, PenPAL™ or MobilePAL™ there is no justification for the continued use of paper-based forms and unreliable tracking of field data. Mobile computing speeds up the flow of timely, error-free information, enhancing the decision-making function in the field.
